Peter L. Higgins
President

Mr. Higgins, a 25-year veteran in the Information Technology industry and a ISO 27001 Certified Lead Auditor, founded 1SecureAudit in 2001. He is a Professional Member of the Risk Management Association (RMA), Association of Certified Fraud Examiners (ACFE) and the Association of Contingency Planners (ACP). He is a Graduate of the FBI Citizens' Academy -Washington Field Office and a member of the Maryland Anti-Terrorism Advisory Council (ATAC). Peter has a Bachelors degree in International Affairs and a Master's Certificate in Information Technology Project Management from George Washington University's School of Business and Public Management.

James L. Collins
Vice-President

Mr. Collins brings more than 40 years experience in Intelligence and Security to InfraGard. He served 21 years in the U. S. Army Military Intelligence, retiring in 1984. During that time, he received training and operational experience in Human Intelligence Collection operations, Counterintelligence operations, Strategic and Tactical Analysis, and Signal Security activities. Jim’s current position is Director of Infrastructure Services for the CNA Corporation, a federally funded research and development corporation. The CNA Corporation, formerly Center for Naval Analysis, is a 600-person company with annual revenues approaching $100 Million. Jim has an active TS clearance.

Katherine D. (Kathy) Mills
Treasurer

Ms. Mills has been with the RAND Corporation since 1992 and is currently a senior security manager for the Washington Office. She has a Bachelor of Arts degree in East Asian Studies from The College of St. Catherine and a Master's Degree in Education from Marymount University. In her position at RAND, Kathy has been involved with of all aspects of security management including, information asset protection, facility protection, counter intelligence, and safety. Kathy is a 2007 graduate of the FBI Citizen's Academy and is a member of the American Society for Industial Security (ASIS) and the National Classification Management Society (NCMS).

Richard Feingold
Secretary

Mr. Feingold is an Information Technology leader specializing in information security. He is a Senior Information Security Consultant with SiloSmashers. Previously, cofounder of Secure Visions Inc., an information security consulting company, its theme being that business’s vision flourish in safely protected environments. He managed technology and technology change for many years, specializing in all aspects of information protection for last twenty. Previously head of information security for highly regulated financial services companies Mellon Financial Corporation and Fidelity Investments.

Floyd Marsteller
Membership

Mr. Marsteller, an Information Assurance Consultant with Skyline Unlimited Inc. has 40 plus years experience in the areas of physical, communications and computer security; 25 years military service with the Army Military Intelligence, Counter Intelligence, and 17 years federal service with the National Guard Bureau as the Army National Guard’s Communications Security and Information Assurance (Computer Security) Program Manager. He has served on numerous DoD, Federal and National Information Assurance and Communications Security working groups. Serving as the acting president for the FBI Academy Quantico, FBI Citizen's Academy Alumni Association Chapter.

Bill D'Arcangelo, CPP
Director-at-Large

Mr. D'Arcangelo brings more than 25 years of industrial and special security program management experience with government agencies including the Department of Defense, the Intelligence Community, various civilian agencies, and corporations. He was formally with Lockheed Martin Corporation, Beta Analytics International, Inc., High Performance Technologies, Inc., and TRWs Systems and Information Technology Group holding various senior security positions. He is currently the Director of Security for Stanley, Inc. and located in Arlington, Virginia. Bill spent more than 20 years in the U.S. Navy as a cryptologic technician and is a graduate of the University of Maryland. Additionally, Bill has attained the designation of Certified Protection Professional, certified in security management from the American Society of Industrial Security.
